Every passenger arriving in Indonesia from another country must complete the All Indonesia Arrival Card. This includes foreign visitors and Indonesian citizens entering through an international airport, seaport, or land border.
You can complete the free online form within three days before your arrival. It combines immigration, customs, health, and quarantine declarations in one place. Once submitted, you will receive a QR code to save on your phone and present when requested after arriving in Indonesia.
Complete the form carefully and save a screenshot or offline copy of your QR code before departure. Errors in your passport number, arrival date, flight details, or accommodation information could create unnecessary delays when you arrive.
The All Indonesia Arrival Card is an integrated digital arrival declaration the government is rolling out. It combines immigration, customs (e-CD), and health/quarantine into one form.
Instead of filling out separate customs declarations, health forms, and immigration paperwork, this system lets you complete everything through a single online submission. The goal is to streamline the entry process for international travelers.
At entry points where All Indonesia is live, airlines instruct passengers to complete it within 3 days (72h) before arrival. If your entry point isn't live yet, you must still complete the Customs e-CD (which is mandatory for everyone) and follow any active SATUSEHAT Health Pass requirements.
Period / Date | Where the All Indonesia Arrival Card is Mandatory | Notes |
|---|---|---|
From 1 September 2025 | Airports: Jakarta – Soekarno-Hatta (CGK), Bali – Ngurah Rai (DPS), Surabaya – Juanda (SUB) | Fill out digitally ≤ 72h before arrival; show QR code upon entry. |
From 1 October 2025 | All international airports in Indonesia; gradually also all seaports and land border points | Nationwide requirement; replaces separate customs/health forms. |

The All Indonesia form asks you to select your country of origin, transit countries, and any other countries visited within the 21 days before arriving in Indonesia. You may select more than one country.
Include:
For example, suppose you live in the United Kingdom, spend five days in Thailand, change flights in Singapore, and then arrive in Bali. You should select:
Even if you only passed through a country during a flight connection, it is safer to include it as a transit country when the form provides that option.
If you travelled directly from your home country and did not visit or transit through another country during the previous 21 days, select only your country of origin.
Use the country names shown in the dropdown menu, and check that you have included every relevant destination before continuing. This question forms part of the health declaration, so your answer should reflect your actual travel route.
Quick examples
Your travel route | Countries to select |
|---|---|
Australia → Bali | Australia |
United Kingdom → Singapore → Bali | United Kingdom and Singapore |
Germany → Thailand for seven days → Bali | Germany and Thailand |
United States → Japan → Singapore → Jakarta | United States, Japan, and Singapore |
Do not enter Indonesia as one of the countries visited before arrival. Indonesia is your destination for the current journey.

At the Airport: Using Your Arrival Declaration
Here's what happens when you arrive:
Customs: Your QR code is scanned at the Customs inspection area.
Immigration: Officers check your passport/visa; some airports may also verify the All Indonesia QR if integrated.
Keep your QR code ready: Save it offline and consider having a backup. Airport Wi-Fi can be unreliable.
Special Considerations for Bali Travelers
Ngurah Rai Airport (DPS) travelers should note:
The Bali Tourist Levy (IDR 150,000) is separate from your arrival declaration. Pay via Love Bali before arrival; show your own QR if asked.
Complete your All Indonesia arrival card first, then handle the tourist levy separately.

Be careful with third-party websites that charge a service or assistance fee. Such fees are not the same as a government Arrival Card fee.

Enter the date you currently plan to leave Indonesia. Use the departure date shown on your return or onward travel booking when available.
Your departure date is different from your arrival date. Check both carefully before submitting the form because entering them in the wrong order may cause confusion.
Yes. The system supports individual and group submissions, allowing an applicant to add accompanying family members or other travelers.
However, you must provide the required personal and travel information for every person included. Check each passport number, name, date of birth, and nationality separately before submitting.
